Meet Our Executives:

Russell W. Sherlock, Chief Executive Officer

Russ Sherlock has over 25 years of experience in the health care industry. His varied health industry experience includes background in insurance company, PPO, HMO and TPA operations, technology and business process outsourcing, integrated delivery systems, medical billing and receivables, as well as agency operations. Mr. Sherlock has experience as a CEO and senior manager with some of the nation’s largest public and private health care and technology enterprises, including Affiliated Computer Services, Inc (NYSE: ACS), Outsourced Administrative Systems, Inc. (OASYS), Anthem/WellPoint (NYSE: WLP), Acordia, Inc. (NYSE: ACO) and Golden Rule Insurance (now NYSE: UHG). He earned his Bachelor of Science degree in Business Administration from St. John’s University and currently serves on numerous industry boards as well as the Health Systems International board of directors.

A. John Ansay, CIC, CPA, EVP and Co-Founder

John Ansay has 28 years of experience as a private business owner in the health care, insurance and real estate industries. Mr. Ansay has served as a principal/owner for A.N. Ansay & Associates, Inc., a property and casualty insurance agency and real estate development company; The Retirement Advantage, a 401(k) Administration Company; and Pinnacle Fitness, a health and wellness company. Mr. Ansay has a strong background in all elements of health care financing operations and is currently responsible for managing Health Systems International's repricing division, as well as the corporation’s overall sales and distribution activities. Mr. Ansay is a graduate of the Marquette University School of Business Administration. He holds his Certified Insurance Counselor (CIC) and Certified Public Accountant (CPA) designations. Mr. Ansay currently serves on the Health Systems International board of directors and supports many local non-for-profit and charitable organizations..

Anthony J. Browne, CPA, EVP, Chief Operating Officer 

Anthony Browne has over 15 years of financial and operational management experience. Prior to joining Health System International, he worked for both an international accounting and consulting firm and for Wabash National, a publicly held transportation manufacturing company. Mr. Browne has a strong background in mergers and acquisitions and the private equity industry, including experience with: Murphree Venture Partners, an early stage venture capital firm; Bank of America Financial Sponsors Group, advisors to the private equity community; and, The Venture Capital Fellows. Mr. Browne is currently responsible for leading all aspects of Health Systems International's daily operational and financial activities. A CPA and a graduate from the University of Illinois, he also has a Master’s in Business Administration from the University of Texas.

Steve Graham, Chief Information Officer and President, Technology Solutions

Steve Graham has a dual role as the president of the technology division, as well as the company CIO. Mr. Graham has been a leader in developing state-of-the-art workers’ compensation software applications for over 20 years. Prior to joining the Health Systems International team, Mr. Graham served as president and CTO of @Global, Inc. In 1997, @Global launched Allegro, an award-winning integrated claim, care and medical cost management software for the property and casualty industry. In 2008, @Global released Allegro Business Intelligence Portal, a browser-based application that allows companies to access key performance data on demand. Mr. Graham’s experience in the technology sector of the health care industry also includes: VP of management information systems for Global Medical Management; VP for CareWare Systems, and director of product development for Insurance Software Packages; and programmer and senior systems analyst at RISCORP. He earned his Bachelor of Science degree in Computer Science from the University of Maryland. 

Michael S. Hoover, President Business Solutions

Michael Hoover has 19 years of experience in the health care industry. His varied experience includes both provider and payer perspectives. He began his career as a registered physical therapist in acute care, home health, outpatient and private practice settings. Mr. Hoover also founded and worked as president of Intellicare, Inc., a workers’ compensation medical cost containment subsidiary of Houston Casualty Corporation (NYSE:HCC). He has direct experience creating and running an in-house managed care program for a regional workers’ compensation TPA. He graduated summa cum laude from the University of South Alabama with a Bachelor of Science in Physical Therapy. Mr. Hoover was the founder of Bridgeway Medical, LLC (which was purchased by HSI in August 2008), a leading provider of medical bill repricing, specialty bill audit, PPO network access, utilization management, pharmacy management, and medicare set-aside solutions.

Jeff Brand, President Network Solutions

Jeff Brand has 30 years of experience in the medical cost management field. His experience includes a strong background in bill review, PPO management, case management, and pharmacy benefit management in both the workers’ compensation and domestic health markets. Prior to joining Health Systems International, Mr. Brand served as district VP of CorVel Corporation and an area director for Intracorp. He has also managed the Repricing Division and Care Management Division at HSI. Mr. Brand has earned Bachelor of Science and Master of Science Degrees from the University of Wisconsin. He also serves as a management representative on the Workers’ Compensation Advisory Council for the Department of Workforce Development in Wisconsin.

Joe Antonell, President Clinical Bill Review

Joe Antonell has an extensive background in health care administration and finance, and more recently in the health insurance field, specializing in medical cost management. While CFO of John Alden Life Insurance Company—Alden Risk Management Services Division (ARMS), he developed and managed the out-of-network negotiations program. Health care positions held by Mr. Antonell include: assistant controller of Jackson Memorial Hospital, CFO and associate administrator of the University of Miami Hospital & Clinics, and system director of finance of the South Miami and Homestead Hospital system. Further, Mr. Antonell is a certified and advanced member of the national Health care Financial Management Association (HFMA) where he holds the designation of Fellow, or FHFMA. Mr. Antonell’s current position is president of Health Systems International's bill review division. He was previously the owner and president of Asert Benefit Services, a national medical cost management firm purchased by Health Systems International in January 2008.

David Dubrof, Vice President Sales and Marketing

David Dubrof is a seasoned health care executive with 20 years of proven success in developing and implementing strategies that produce measurable results. His expertise spans consultative selling and delivery strategies for business-to-business and business-to-consumer technology applications and medical cost management services. He was formerly the VP of sales at Cyprus Care. Prior to that, he was with Cerner Managed Care Services and IBM. His direct experience in technology and business solutions that affect medical bill cost brings a unique consultative approach to sales and client relations. Mr. Dubrof earned Bachelor of Science and Business Administration degree from Florida State University.

Jeff Martin, CPA, Vice President, Chief Financial Officer

Mr. Martin joined Health Systems International in 2008, bringing with him over 15 years of fiscal and operational management. Previously, Mr. Martin was with a national accounting and consulting firm serving as an advisor for financial institutions on corporate finance strategies. Most recently, Mr. Martin was with a top 25 nationally ranked homebuilder. Mr. Martin has a strong background in merger and acquisitions and capital planning. He currently oversees all aspects of the financial, human resources, and legal functions. Mr. Martin is a CPA and a graduate of Purdue University.
